خلاصه : An Analytical Study of Equal Employment in the rules and regulationsIranian Employment Legal Law in the Light of International LawsThroughout the history, people have been always in quest of justice and equality.Most of the prophets, social leaders and political reformers have stressed on theimportance of these concepts in human life. Consequently, the internationalorganizations and thinkers have designed and formulated various rules andregulations to oblige governments to recognize their citizens as equals and bringabout equal opportunity in all aspects in society. These commitments are beyondthose slogans or concerns which were being alleged by some states in theframework of ‘equality and brotherhood’. Indeed, these standards encompasscapacity of measuring the degree and quality of realization of equal rights on theinternational scale. One of these standards is estimation of lack of discriminationin job opportunity, especially in public sector.Based on the international standards and rules, this paper studies rules andregulations of employment in Iranian laws. The first section of the paper presentsthe related definitions and concepts and analyzes the concept of equality fromreligious, political and social perspectives. The second section, investigates thecapacity of Iranian rules and regulations to provide job equal opportunity forIranian citizens, in the context of the international laws. The author defines theconcept of ‘selection’in Iranian employment laws from political, ideological andmoral approaches and then analyzes how selection in the process ofemployment is commonly put into practice. The research shows that in thecontext of the international standards and expectations, despite of highpotentiality in the Iranian Constitution for equal employment, the concept of‘selection’ in the employment process have created obstacles, difficulties andchallenges for Iranians
